Rejean F. Côté was born in St. Mary, in the province of Quebec, in 1960. He lives and works in Quebec City. He studied project management at the university program of the Military Staff College. In 1990, he found a book about Mail Art in the Canadian Postal Museum. But since he knew no other mail artists, he only started to board the network properly in 1994. He began to start small mail art calls and quickly found interest in Circulaire 132. This gave him the opportunity to publish art and stamps.

Rejean F. Côté wurde 1960 in Maria in der Provinz Quebec geboren. Er lebt und arbeitet heute in Quebec City. Er studierte Projektmanagement im Universitätsprogramm des Military Staff College. 1990 fand er ein Buch über die Mail Art im Canadian Postal Museum. Da er aber keine anderen Mail Artisten kannte, gelang es ihm erst 1994, das Netzwerk richtig zu entern. Er fing an, kleinere Mail Art Calls zu starten und fand schnell Interesse an Circulaire 132. Das gab ihm die Möglichkeit, Kunst und Stempel zu publizieren.
